11th Class Passing Marks 2026 – 33% or 40%? Official Rule
The passing marks for 11th class in 2026 are 40% under the new grading system introduced through the Inter Boards Coordination Commission (IBCC). The previous passing standard was 33%.
For Punjab Board Grade 11/HSSC-I students appearing in the First Annual Examination 2026, the passing threshold is 40% under the IBCC grading policy implemented across Pakistan’s examination boards.
Grade 11 is also referred to as First Year, HSSC Part-I or HSSC-I.
IBCC states that Pakistan’s public and private examination boards are required to implement the new grading system. Foreign examination boards operating in Pakistan are excluded from this requirement.
Are 11th Class Passing Marks 33% or 40% in 2026?
For students appearing in Grade 11/HSSC-I under the First Annual Examination 2026, the passing threshold is 40%.
This applies to students appearing through Punjab Boards under the new grading system.
The confusion comes from older rules and older result pages that still mention 33%. IBCC states that the passing percentage has increased from 33% to 40%.
A student should therefore not use an old 2025 passing table to judge a 2026 Grade 11 result.

What Happens If You Get Less Than 40%?
Under the revised grading scale, marks below 40% fall under U — Ungraded.
FBISE’s official implementation notice states that a student who receives less than 40% and is declared ungraded in a paper must reappear in that paper, subject to the applicable eligibility rules.
This is more accurate than saying every student below 40% has “failed the whole 11th class.” The status applies to the deficient paper under the examination rules that govern the candidate.

New 11th Class Grading Scale for 2026
The revised grading system uses ten grade bands:

The same grade ranges appear in FBISE’s revised grading notification for SSC-I/HSSC-I beginning with the First Annual Examinations 2026.
So D is the lowest graded band, beginning at 40%.
Does the 40% Rule Apply to Punjab Boards?
Yes.
IBCC does not describe the new grading system as a rule limited to one province or one board.
Its official guidance states that public and private examination boards in Pakistan are required to implement the new grading system from the First Annual Examination 2026, except foreign examination boards operating in Pakistan.
That means the 2026 Grade 11/HSSC-I passing threshold applies within the Punjab Board system as part of the national grading policy.
This includes students appearing under boards such as Lahore, Gujranwala, Faisalabad, Multan, Rawalpindi, Sargodha, Bahawalpur, Sahiwal and D.G. Khan.
The national passing rule does not mean every Punjab board uses the same result portal, subject scheme, form fields or administrative procedure. Those details remain board-specific.
What About KPK and Sindh Boards?
The IBCC policy is national rather than Punjab-only, so its scope also extends to Pakistani examination boards outside Punjab.
For this page, however, the main focus is Punjab Board Grade 11 students.
Board-specific result systems, subject combinations, documentation and examination procedures may still differ across Khyber Pakhtunkhwa and Sindh.
Does 40% Apply to 12th Class in 2026 Too?
Do not automatically apply the Grade 11 rollout date to Grade 12.
FBISE’s implementation notification sets the revised grading formula as follows:
SSC-I / HSSC-I: First Annual Examination 2026
SSC-II / HSSC-II: First Annual Examination 2027
This page therefore refers specifically to 11th Class / HSSC Part-I in 2026.
The 2026 Grade 11 implementation should not be used to make the same claim about HSSC-II students for that examination year.
Will Numerical Marks Still Appear on the 2026 Result?
Yes, during the transition stage.
IBCC states that the first phase begins with Grade 9 and Grade 11 in 2026, and absolute scores are also reported alongside grades during the transition.
GPA implementation has been deferred while examination boards move to the new system.
So claims that numerical marks completely disappear in 2026, or that every result is reported only through GPA, are not supported by the current grading guidance.
Did the Paper Pattern or Syllabus Change?
No.
The new grading policy does not itself change the paper pattern, marking scheme, examination difficulty or curriculum.
The main change is the grading structure and the passing threshold.
Punjab Board students should continue to follow the current syllabus and examination scheme issued for their subjects rather than assuming the 40% rule created a new paper format.
The 2026 Rule Punjab Board Students Need to Know
For Punjab Board Grade 11/HSSC-I students appearing under the First Annual Examination 2026:
40% is the passing threshold.
40–50% = D grade.
Below 40% = U, or Ungraded.
The older 33% passing threshold should not be used for the 2026 Grade 11 examination cycle.
